ESA & PSA Take Deep Dive On Project Labor Agreements

How Government-Mandates Project Labor Agreements Will Harm the Economy, Workers, and Electronic Security and Life Safety Contractors

On February 4, 2022, President Biden issued Executive Order 14063 requiring project labor agreements (PLAs) on federal construction projects of $35 million or more. Additional Biden administration policies are pushing PLAs on federally funded projects procured by state and local governments. PLAs are pre-hire collective bargaining agreements with labor unions that must be in place between contractors and their skilled workforce before contractors may bid on any covered contract or subcontract. PLAs will eliminate 87% of the potential construction workforce, drive up costs and create delays in our economic and infrastructure recovery.
